Jan 23- The WHO Director general states "I am not declaring a public health emergency of international concern today...At this time, there is no evidence of human-to-human transmission outside China, but that doesn’t mean it won’t happen...Once again, I would like to thank the Government of the People’s Republic of China for its cooperation and transparency.

Jan 29- The White House announces the formation of a coronavirus task force

Jan 30- WHO declares a public health emergency of international concern over the global outbreak of novel coronavirus...Tedros states "Let me be clear: this declaration is not a vote of no confidence in China. On the contrary, WHO continues to have confidence in China’s capacity to control the outbreak. As you know, I was in China just a few days ago, where I met with President Xi Jinping. I left in absolutely no doubt about China’s commitment to transparency, and to protecting the world’s people."

Jan 31- Trump bans anybody who has traveled to China in the previous 14 days, except for US citizens returning home. Joe Biden states “This is no time for Donald Trump’s record of hysteria and xenophobia – hysterical xenophobia – and fearmongering to lead the way instead of science.”

Feb 4- at a WHO briefing, Tedros urged that there be no travel bans.

Feb 24- The Trump administration asks Congress for $2.5 billion in emergency funding to combat the spread of the coronavirus.

Feb 28- The WHO raises the global risk of the coronavirus from "high" to "very high."

Feb 29- The first death in the U.S. from the coronavirus is confirmed in Washington state

Mar 6- Trump signs an $8.3 billion emergency funding bill to aid the coronavirus response

Mar 11- WHO finally categorizes COVID-19 as a pandemic. Trump restricts travel from 26 European nations. As with the previous travel bans, there are exceptions for U.S. citizens and others.

Mar 16- Trump announces his task force’s “15 days to slow the spread” social distancing guidelines for all Americans

So...given the above facts, when should Trump have pushed the panic button?
Should Trump have pushed the panic button even before the doctors told him to?

Federal Judge Rules Pennsylvania Lockdown and Business Closure Orders Violate U.S. Constitution

".... even in an emergency, the authority of government is not unfettered. The liberties protected by the Constitution are not fair-weather freedoms - in place when times are good but able to be cast aside in times of trouble. There is no question that this country has faced, and will face, emergencies of every sort.
But the solution to a national crisis can never be permitted to supersede the commitment to individual liberty that stands as the foundation of the American experiment. The Constitution cannot accept the concept of a 'new normal' where the basic liberties of the people can be subordinated to open-ended emergency mitigation measures. Rather, the Constitution sets certain lines that may not be crossed, even in an emergency. Actions taken by the Defendants
(i.e. Governor Wolf and his administration) crossed those lines. It is the duty of the Court to declare those actions unconstitutional. ...."
