I got an email back from Skar Audio and they said it sounds like a bad ground. Is it possible that the amp is seeing a voltage drop so fast that the multi-meter isn't picking it up?

measure resistance between a ground point and ground lug on your amp, should be near zero (0.1 ohms or lower).
Tested ground, ran a temp ground from battery to amp, amp still goes in/out of protect.
I pulled all RCA out of AMP and unhooked all speaker wires and amp still goes in/out of protect.
I pulled the amp out and replaced it with a PDX-F4 and JBL GTi500, reused original ground and neither amp is going into protect now. I am going to try and RMA the amp although at this point I don't think it is worth the return shipping cost if they make me pay that.

Nothing was found wrong with the amp when Skar Audio tested the amp, so either they have a terrible service department or I have something weird going on in the car.
sounds like it's time to sell the amp fresh from RMA
