They may not need a change in the Constitution to make it happen, that's the point. The Constitution already gives each state legislature the power to determine how it chooses its electors and how the electoral votes are divided, that's why not all states are winner-takes-all.

Clinton and OJ weren't investigated like Trump was. Show me a crime he was guilty of and I'll agree with you.
