If I like to listen to music that is sounds perfect but I also want it to make the hair on my arms tingle (feel the pressure, no rumbling just nice clean tight bass notes) when the bass hits would you say I am wanting to build a SQ or SPL system?

Sound quality and volume are NOT mutually exclusive.
I call mine SQ with authority
Most SQ guys started out as bassheads, so it's still ingrained in our DNA. Most good SQ systems will fill that craving, and sound good doing it.
My SQ system seems to have a pretty decent amount of impact, or so I've been told.
I've got a budget of $1,000. That should be more than enough.
I have a "dumb dumb knob" for a reason. Turn it up and feel the bass.....
I call it "crazy sq" when a system can sound great while being louder than any sane person should ever be listening.
They might say "don't try this at home" but nothing about not trying it at your friend's house.
A passive radiator in box or a ported box will add a little more output cleanly, a small sealed box will be a bit clearer, perhaps doubling up subwoofers or midbass speakers will help with "chicken skin" or visceral, sensations!
I think you looking for....SQL
Personally I say always over size and over power sub. You can turn it down easy but when you really want it turn it up, that is when a single 10 or 12 can show its limits.
Sounds like you need an IB system...
