MINI Cooper door as shown below. The panel is a single piece that fits over the entire door.

The door panel elements are shown below. The item labeled "1" is felt insulation, maybe 1/4" thick. The rest of the panel is untreated.
So my question has to do with inexpensive ways to block noise. I'm trying to avoid going to MLV. My current list includes jute and closed cell foam. So the first question is which material would perform better for sound attenuation? Are there other options in the same cost category?
The second question is would it be better to add the material to the panel or to the door? My current inclination is the latter, but I that is based on my gut saying it is the easier option and that the material would be better protected from the elements.
Lastly, adhesive recommendations are greatly appreciated.
