How to cut perfect shapes in factory panels

This picture is a dramatized example. Make a template and secure it to the part you want to modify, use a template bit and cut away. Rough cutting is advised.

Do you cut/remove the vinyl first?

The panels I was showing are just ABS, but for any wrapped surface, you need to disassemble it at the seams... there are many ways to do that and it could be an entirely different thread. In addition to taking a part the panel you will gently pull the upholstery off/back. I use steam or a heat gun to assist. I really should do a decent write up of some of these things someday
