Need your help to "de-echo" a room

I have been working with our local animal shelter to build a puppy room addition onto their existing building.
The building is 16x22 and is of concrete block construction. The floor is concrete and the ceiling is painted BC plywood.

This thing echos soooooo much. It will be filled with cages of yapping puppies and small dogs just after the first of the year. I am hoping you can help me find or build something that will dissipate the noise.

Build some frames out of 2x2" wood, stretch grill cloth over it, and put egg-crate material behind the cloth inside the frame. Mount them like pictures.

whatever material you use, make sure it's up to fire code. some materials like Roxul, etc have specific ratings. I would hate to see something happen and the material you chose to cause any insurance misgivings.

I've ordered Neoprene from them before, shipped quickly and hassle free.

Absorption panels, as many as you can.
Might build framed panels with absorption material.. 1-2" thick. As many as you can stand. Consider also ceiling clouds. Will make a huge difference.

Alternately, you could do a stretched wall with tracks and do the absorption layer substrate behind it, then stretch fabric over it.
I'm thinking rockwool 1" slabs all around.

Wouldn't need to be fancy at all, as I'm sure the puppies won't grade you on aesthetics. :D

There's also a system to hang acoustic ceiling tiles on tracks directly below a ceiling.

Keyword in all of it is absorption.. Knock the reflections down as much as possible.

Actually I'm thinking were it me, I'd attach 1x2's edge-ways horizontally along top and bottom of the walls, maybe a foot from top and a foot from bottom, do the insulation layer between, then staple some kind of burlap type el-cheapo fabric at top and bottom to cover it and hold the insulation to the wall.

Ceilingmax.. hang ceiling acoustic tiles directly from ceiling joists.. Pretty cool. I imagine could hang directly from a semi-finished ceiling as well.. Stud-finder and you can find the joists above.
